While the question, “Shall New York City Own and Operate Its Transportation, Light, and Other Public Utilities?” was being discussed at a dinner given by the Reform Club’s Committee on City Affairs in the National Arts Club in West Thirty-fourth Street last night, the diners, strangely enough, had trouble with their own lighting.
