Condo Building Bill Inches Toward Passage in California

Aug. 17–Developers say they can’t build more affordable condominiums in California unless the state reduces the risk that they’ll be sued. Plaintiffs lawyers, meanwhile, want to make sure homeowners keep the right to sue builders over shoddy construction. After years of antagonism, the two sides may be closer than ever to crafting legislation that will change the way disputes over construction defects are handled. But there could be a glitch: Attorneys’ groups are trying to tack other reforms onto the same bill — harming the prospect that the legislation will pass this year. The Legislature adjourns Aug. 31 and returns in January. “I remain very hopeful that we’re going to accomplish a landmark agreement here, but there’s still a significant amount of work to do,” said Assemblyman Darrell Steinberg, D-Sacramento, who’s been encouraging the negotiations.
