Clark, administrator of the Farmers Home Administration, said the timing of the delinquency notices, a week after Election Day, was not determined by politics. ”It didn’t have a thing to do with the election,” Mr. Clark said in a telephone interview. ”We just couldn’t get all the things done that we had to do before this. We had to train thousands of people out in the field, and we just couldn’t do it any sooner.” Political Motivation Charged However, Democrats in Congress maintained that the timing was clearly politically motivated. ”There’s no question whatsoever that they just held these notices off to get past the election,” said Patrick J. Leahy, a Vermont Democrat who is chairman of the Senate Agriculture Committee. ”They were as concerned about some of the Congressional races as they were about the Presidential election.” Senator Leahy said he expected 9,000 to 10,000 farms to be foreclosed by Farmers Home.
